This project was made over the course of 2 days at National Hack the Government 2014 by Dan Palmer and Elliot Hughes.
The point of the project is to highlight the low quality of much of the data that the government releases to the public, and how it needs to be improved for it to be really useful. The best situation would be "5 Star Open Data", but at the moment most data is published as documents that are difficult for software to read and difficult to correlate to other data sources.
The process for producing these statistics can be found in the GitHub repository for the project.
